Oxford University welcomes applications from students from all countries, if they consider or obtain already achieved, three A-levels or other equivalent academic qualifications.

To be eligible, applicants must demonstrate an appropriate academic background and a good level of literacy and numeracy skills. All applications are considered carefully on its individual merits and tutors as scientific progress, predicted classes, personal candidate statements and academic references and a written work or written examination, which may be required as part of the application.

As long as the specific requirements of the course, you should choose the subjects that interest you and if you feel the possibility of having to do their best. In addition to the specific requirements that tutors are more interested in the academic performance of candidates in general and their ability and motivation for the course at Oxford, the specific programs that have been taken in the school.

U.S. Qualifications:

The candidates usually have an excellent reputation of the school, supplemented by SA I scores of at least 1400 in critical reading and math, and preferably also 700 or more to write on paper, giving a combined value of at least 2100 or act with a score by at least 32 of 36 We also expect that three Advanced Placement tests in appropriate subjects with two Class 5 and Class 4, or SAT II two or three themes that are suitable for around 700 or better.

Yes, I would say that the University of Oxford is hard to get, because it is the number two worldwide and competition very strong set. The current enrollment is 3145 pounds per year ($ 5420).
